In Maryland, the term “highway” does not necessarily mean that you were on the “highway” as most of us define it.  The term is defined by Maryland law extremely broadly and includes any public street or road.

The key with any Maryland traffic violation is whether or not the violation occurred on a public road.  If the Maryland traffic violation did not occur on a public road, you may have a very strong defense.  Whether or not the street is a public street could make all of the difference.  For example, it is NOT a crime in Maryland to drive on a suspended or revoked license if you were driving on a private road.
